A recent World Health Organization (WHO) report has stated that drinking causes at least 1.8 million deaths a year, or almost five percent of all worldwide deaths. "Public-health problems that are commonly associated with alcohol consumption have reached alarming proportions and alcohol has become one of the most important risks to health globally," the report boldly stated.
When an individual has a blood alcohol level of .2 %, they are considered to be "grossly intoxicated" and will begin to slur their speech and have a difficult time walking.
In 1998, approximately 38% of the estimated 5.3 million convicted offenders under the jurisdiction of corrections agencies were consuming alcohol at the time of the offense.
Alcohol causes nearly 10 percent of all ill health and premature deaths in Europe.
